The SALC Super Forum held on 2 December 2025 focused on devolution, which refers to the transfer of powers from central government to a new Mayoral Combined Authority (MCA) for Norfolk and Suffolk. This is distinct from Local Government Reform (LGR), which involves restructuring councils into unitary authorities.

Key Messages from Presentations

Andrew Cook (Deputy Chief Executive, Suffolk County Council) explained:

·       Devolution creates a directly elected regional mayor for Norfolk & Suffolk.

·       Adds powers over strategic transport, economic growth, adult skills, housing, health, planning, and nature recovery.

·       Includes £37.4m per year for 30 years as an investment fund.

·       Strengthens influence with national bodies and provides a voice in national decision-making.

Governance and Funding

Governance will include Governance and representatives from each county, with audit and scrutiny committees ensuring transparency. Funding includes an investment fund for economic growth projects.

Future Powers

Mayors can request additional powers (e.g., rural transport, coastal management).

Ability to appoint up to 7 commissioners and a deputy mayor for public safety.

Optional precepting powers (additional council tax layer).

Parish and town councils can petition for extra powers relevant to local needs. Democratic accountability and engagement will be key as the MCA evolves.
